Jumping Masterclass with Arno Neessen

DJWTS present Clinic with Arno Neessen

Arno Neessen is a very successful producer of Young Horses with an impressive resume.  A Grand Prix rider, he has been the National Coach of  Iraq and Austria, has previously worked at top stables in Germany including  Stud Zangersheide,  &  Schockemohle stables just to name two.  Since 2003 he has been a Worldwide Trainer for the FEI World Challenge supported by P.S.I.  Here is your chance to participate in a two day Clinic with Arno to be held on Tues 24th /Wed 25th  March at Werribee Park Indoor.  Riders for the Masterclass at DJWTS will be chosen by Arno from participants at this clinic.  Spectators are welcome at a charge of $20.  (Riders and strappers will have access to all lessons in a spectator capacity when not riding.)  Further details are on booking form.  Click here.

Prevention of Cruelty to Animals Legislation changes

Please note that the new Prevention of Cruelty to Animals Regulations 2008 (POCTA) commenced on 16 December 2008.   These regulations replace the POCTA Regulations 1997 which sunset on the same day.   All regulations sunset after 10 years and must be replaced.


The new regulations introduce a number of new provisions and amendment of existing provisions.   A summary of the key changes is given below:

  • changes to the way rodeos are licensed and regulated
  • specification of traps that can be sold, set or used in Victoria
  • new and amended regulations concerning the use of electric shock devices on animals
  • introduction of new offences that protect the welfare of animals
  • changes to the requirements for scientific establishments.

In addition a new version of the Prevention of Cruelty to Animals Act 1986 also commenced on 16 December 2008 which includes updated provisions relating to traps and rodeos which were introduced last year in the Animals Legislation Amendment (Animal Care) Act 2007 but which had a delayed commencement due to the need to develop supporting regulations.

These regulations were the subject of recent Regulatory Impact Statement (RIS) consultation for which a large number of submissions were received.  As a result a number of amendments to the new regulations were made.   Details of these amendments can be found in the Notice of Decision which is available at www.dpi.vic.gov.au/animalwelfare.

A formal response to all who put in a submission for the RIS will be sent out in the near future.  We thank all who spent time to put in a submission.
